After many years as a lawyer, and local politician in the city of Lancaster; he now realizes his goal: Congressman of the 16th Congressional District of Pennsylvania. He prepares to make the move to his office in Washington. But can he dekiver on the promise of change he relied so heavily on to be elected?
Alexandria, Virginia is now his home, a stone's throw away from Washington. As his staffers quickly rush to organize his office, he realizes, he shares common ground with his enemy across the aisle: Patrick Kennedy of Massachusetts. Patrick Kennedy does not know Eric Reath, but Eric Reath surely knows Mr. Kennedy. He is everything Eric aims to destroy: a member of the third generation Kennedy aristocracy. He stands for the rich, the status quo, and he is the leader of a strong Democratic Congress as Speaker of the House. This Democratic rule has been around for thirty years, with a brief interlude in which the Reupublicans controlled both the White House and the Congress, but only by slim margins. But, Patrick Kennedy may prove to be an ally for the freshman Congressman.

Eric slowly adapts to the strange rules of order of the House of Representatives, and somehow manages to be placed on the Rules Committee, a gift from Kennedy.
